Is really URL with variables no SEO friendly ?

How much affects if you wrote just one index PHP or CGI and use variables in the URL compared if you use directories ? Of course if the keyword is same in the /?v=keyword and the /keyword ? My experience have been compare results in Google SERP for some keywords I did in both forms and got better result for variable instead directory or html file name.

Their cannot be a exact answer to this. As per SEO yes it is not seo friendly but many urls with such variable do rank if they fulfil users intend

The url with variable and query string is not user friendly because it is does not maintain hierarchy with broader categories to the left and more specific categories to the right. But user url without query string is count as user friendly because it is maintain hierarchy with broader categories to the left and more specific categories to the right.
