How can you build a business online if you do not have much free time or money?

You do not need to invest money to get started. I am making approximately $500/month now and have never spent a penny out of my own pocket. You will need to RE-invest some of the money you have earned as you go along, just to grow.

As for time, the amount you make is exponentially proportional to the time you put into it. A little time, a little money. Sorry, but you get nothing for nothing and if you're investing no money, then you must be prepared to put some time and work into it.
