GIMP is an Open Source image editing, manipulation and authoring software.
I've been using it for years and it's users are a friendly, sharing community. This results in tons of step by step tutorials (both in video and text formats) from GIMP lovers who use it professionally.

@Marko it's the "almost" that keeps me using Photoshop Elements which I think is closer and I got mine for about $20 on Ebay in an older version.

Agree, Gimp is great photo editing software, almost as good as Photoshop...
