Only, they all forget one thing, the one that matters in my opinion as a blog-reader. Issue. You need to have content in Your blog.
Getting "customers" to a blog (the people that come back week after week to read what You write) is not easy. You have to have some subject You write about. All the time. And You have to do it interesting.

If your just doing a topic not for earning you can use anything.
Blogger, Wordpress, B2 Evolution, Drupal, Squidoo. All have

There are hundreds of ebooks and sites that will tell you how to create a good blog. The first thing to do is decide what you want your blog to be about. Business,personal, product review,program review, etc.

Then you need to decide where your blog will be hosted. Blogger and Wordpress seem to be the most popular. You have to be careful with what you use the blog for though because if you do something they don't like you can be shut down. I host my blog on my website.
