Why do I get QuickBooks Error 30159 when running Payroll?

QuickBooks users encounter payroll subscription verification error 30159 when updating payroll. Once a user encounters this error, a message pops up on the screen "Cannot verify payroll subscription error 30159". This occurs when Intuit's servers for some reason cannot verify the user's login or the payroll subscription has become inactive or expired.
