In order to start a business in Dubai mainland, you have to find a UAE national citizen who will hold a major stake in that company. The national citizen must hold at least 51% rights in the business if it’s a tourism, commercial license. In case of a professional license company, the UAE national must be a service agent of that company. But this policy does not apply in a business like general trading, civil projects etc.
