Yes it definitely is... but you have to be careful in how you achieve them...if you are seen to be spammy in your relevancy of topic and the connected website then you face doom....learn about reputation building and authority and be very selective of your invited guests.

Agree Trev Pearman...we should not forget that "Content is a king" and so its has to be very unique but simple and informative so as to give a user-friendly experience to its readers. It is also equally important to select the site where it should be submitted.

If you are in control of your own website...you should try to attract and invite people to be a guest on your site...do not give your option to build authority away so readily and easily by being a guest on another website.
