Visit other blogs and comment regularly yourself. Concentrate on blogs that have a group of people who comment regularly and in this way become part of the blog's community, commenting on the blogs of the regular commenters too. These people are then more likely to comment on your blog. Do not push your own blog but join in conversations and be helpful. Also try using the CommentLuv plugin on wordpress blogs. A linkback to a blogpost is a bit incentive to leave comments
