Foxcash and Xclix Scams or not?

It has been so long since I have been paid by these guys.
My last requested Payouts were Xclix June 30, 2008 $15.25 and Foxcash August 8, 2008. Well I know I have not been waiting for foxcash but I know they are owned by the same people. The forums went nuts, and then vanished. All along these sites have had script problems, bad lag and never really any major improvements.
I guess it is hard to let a dead dog lie when you have been clicking so long waiting, and waiting to get paid. I am considering cashing out for ads and moving on.
Whats you opinion scam or not, anyone been paid lately?
