Misuse of social media and blaming social media

Is misuse of social media only specific to India or is it a worldwide phenomenon?

Recently government is expecting whats app to put some controls on forwards that might cause social unrest .

Some people are using sharing features to create confusion and unrest.

Some people ignore the ideas expressed in the share content , some people get positively or negatively influenced by the same share content.

This is true about any content in a published book, a speech in closed or open environment .

Why apps are being held responsible or being asked to put ristriction on shared content?

Is same treatment being given by respective governments to sharing apps by countriesother than India?

Is such treatment justified?

Someone damages the public property after reading a shared content , who is at fault- the content writer, the app who shared or the person who damaged the property?

Blocking the internet for some time in some specific area is understandable from the point of view of safety aspect , but how can one be held responsible for the actions of individuals who are not at all related to each other.

For example a views expressed by a teacher or what a student was taught in the school has a at least some direction relation with the action taken by the student outside the school , the treatment given by boss to his employee can have some direct relationship with some actions by the employee outside the office. So it is responsibility of the teacher to be sensible in his teaching, responsibility of a boss to have a healthy relationship with subordinates , but how can an app be held responsible for the actions taken in public domain?
