This all depends what is on your page. Use them when needed. If you have a page with one small block of text and five images you may have H1 giving the pages information and perhaps h2 with some info about the images.

If your page contains a 2000 word article about lets say different kinds of mushrooms along with a table with the nutritional values of the mushrooms and perhaps an image gallery you may end up with one h1 tag 2 or three h2 tags and a hand full of h3 tags. H tags are not there for the benefit of the search engines. They are there to help the visitor find the section of info they may be looking for. Just concentrate on that and google will work it out for itself.
