Ok I understand that part, the part that gets me is if they are government issue its always going to be government property. If that is this case it is worth considering a company which allows complete private ownership. I'm not saying it's a bad thing I'm just pointining out the fact that it is always good to know if you will be the bearer or the owner when collecting coins.
