Which is Important Factor in Link Building - Quality or Quantity?

Of course, Quality Links matter. For instance if you are known by hundreds of people in your locality which are for sure common people, you'll think you are famous and more resourceful. Though, you are wrong. If one of your neighbor has a few contacts in comparison to you, though the contacts are like of Mayors, Celebrities etc, he/she may have more worth than you.
I suppose you have got the idea of what I was trying to explain...
