Turn off Norton scanning in the background:

Click on Settings in the Norton Internet Security and then click on General Tab. Click on Norton Tasks in the left pane. In the Idle Time Optimizer row, move the On/Off switch to the right to Off position. After that, click on Apply and then Ok.
