Why is alcohol measured in "proof," and how does it differ from ABV (alcohol by volume) on bottles of whisky and vodka?

The reason why proof is so named is because, in 1500s England, the government would charge a greater tax on alcoholic beverages with a higher alcohol content. A relatively rudimentary technique was used to detect alcohol levels. In essence, the government would try to ignite the gunpowder by soaking a rifle pellet in alcohol.
