Admissions under the Economically Weaker Section (EWS) may soon be
available online with the Delhi government mulling a centralised process
for the same.
While the idea has been proposed to prevent fake EWS admissions,
educational activists believe that it may give way to more fake
admissions.
“The government must consider the fact that most EWS parents are not
capable of using the online facility for submitting forms. The system
can be easily used by touts to submit a large number of forms sitting in
their office,” said lawyer and activist Khagesh Jha.
Talking about the proposal, an official from the Department of Education
said: “At present, a common form is issued for EWS admissions. The
government monitors the draw process for
nursery admissions, while the
entire process is carried out at the school level. We are considering an
online and centralised process.”
“We are studying the modalities. Once it is finalised, we will make the
draw of lots online as well. It is likely to be implemented from the
upcoming session,” the official added.
Earlier in April, the Delhi government had issued a circular to all
school principals asking them to verify EWS certificates to keep
unscrupulous elements away. Despite this, it was found that admissions
under the EWS category were granted without proper verification. In some
cases, students were admitted on the basis of forged and fake income
certificates.
“The online application and updating scanned copies of certificates will
also help in better scrutiny. We will develop the model accordingly to
deal with issues,” the official said.
The Delhi government is trying to work out the online admission process
on the lines of Rajasthan and Maharashtra, where admissions are
completely online.
“The Delhi government has to understand that the city cannot work on the
same model as Rajasthan and Maharashtra because the realities of these
three places are different. In Rajasthan, there is only one entry level
and a catchment area of one kilometre is not so difficult to deal. Also,
the income limit of Rs. 2.5 lakh makes it easier as people under that
bracket are familiar with online facilities,” Mr. Jha added.
“In Delhi, the situation is different and schools are not willing party
of admission. The income limit is Rs. 1 lakh. The deserving candidates
don’t have sufficient access to online facilities. In such a situation,
people will fall prey to touts,” he added.
