Before that, several updates need to be done. Design can be kept much the same as current Ports, Upgrading Building using resources, Upgrading Ships, Upgrading Crew etc. Polar Bear Captains, Penguin Crew, Submarines, the North is too hazardous to travel in a ship because of the icebergs. Area unlocks can include, Fossil island, Archeron and perhaps lost Pengiun Colonies or sunken islands.

Having a completely new port with separate port scores would be the opposite of an expansion. It would be far too easy for players to complete the new ports, since they would not have to do the previous 3 updates.

For the current problem of not being able to get the adventures you want, Jagex can add in several mechanics, including allowing more adventurers per reset as your port score increases, and adding in new totems that are an upgrade on the previous totems, requiring terracotta.

Instead of having up to 3 icons, as players increase their port score, say at 4k, 5k, and 6k, the number of icons they can have increases to 4, 5, and 6. This allows them to get better RNG chances at the adventurers they want, as long as their port keeps improving.

It would allow players to experience lower level regions again, players won't have already farmed all the trade goods to make the best thing straight away. The Port area, and interfaces can be reused. You wouldn't really be making anything from scratch. Even the balancing is technically done for you already. Just make it a different theme, by adding snow, and characters that fit that area.

Players still have to compete the current Ports for Tank Armour and scrimshaws available there. This new Ports would have different rewards.
