Dwarka suburb is a residential colony located in south west Delhi. Dwarka, which began to be settled in the late 1980s, is now called Asia's largest residential colony. Dwarka is situated near Indira Gandhi International Airport and the administrative headquarters of the South West Delhi district is also located here. Dwarka spread over 56.48 sq km is divided into 29 sectors.
In January 2017, the Indian cabinet cleared a Diplomatic Enclave 2 from 39 countries on 34 hectares of land in Dwarka after Chanakya Puri.The Union Cabinet has approved the proposal to transfer the land from the Delhi Development Authority to the Land and Development Office to make the second diplomatic enclave in the sub-city of Dwarka in Delhi.
According to the proposal, the second diplomatic Enclave sub-city in Delhi will be made in Sector 24 of Dwarka. 34.87 acre land will be transferred to the Land and Development Office from Delhi Development Authority for this.
At present an enclave in Delhi is located in Chanakyapuri, where land has been given to foreign embassies. Ministry of External Affairs had demanded land in Delhi to create international organizations, foreign embassies and their offices.
The Land Pooling Policy of Delhi is a private public partnership model that target to develop the external areas of Delhi into stylish cities. The land pooling policy also recognized as the LPP model is a scheme that target to house the increasing population of Delhi.
The administration of Delhi previously possesses vast acre of land. Between a numbers of departments of the administration, the Delhi administration has more than 3500 acres of land. Therefore, it would not be a vast problem for the DDA and the Delhi administration to assign land to the external affairs ministry.
It is study that the external ministry has command zero ground rent for the building of the foreign enclave. In addition, the foreign affairs department has also asked for that the DDA should keep a rate of possessions unchanged for two years. On the other hand, in current times, all these issues have been resolute. The DDA L Zone Projects would offer this piece of land to the land and development office at a small cost of only 1 rupee.
The responsive area of Delhi is Chanakyapuri. The scheming and the land share would be done by the external affairs ministry. The new diplomatic centre that is about to come up in Sector 24 Dwarka would be one tenth of the size of Chanakyapuri sensitive area. According to the view of internal sources, the Delhi Master Plan has marked this piece of land for setting up overseas enclaves and embassies.
