To be eligible to apply for the State Sponsorship Program, you must ensure that your occupation is in high demand within Australia Capital Territory (ACT), as every month the government of ACT issues a particular number of invitees to prospective applicants, who have managed to secure a high score on the points matrix. 

Applicants who are living in Canberra or in an overseas location can lodge their Expression of Interest whether or not their occupation is mentioned on the open list, but if their occupation is present on the open list, then they are rewarded with additional points.
