To avoid blisters from new footwear it's essential to break it in properly. This is easy with fabric shoes, which should stretch quickly, but leather is a bit more difficult. Leather can be very soft and flexible, but it can also be extremely stiff; in the early Middle Ages armor was often made from it. The leather used for shoes is usually somewhere in between, and it doesn't change shape all that easily. If you're breaking in a new pair of dress shoes, the best way to do it is to wear them around the house for a while before going out in them. That way you can take them off for a rest if they start to hurt. To help the leather mould to your feet brush them with a quality wax polish. 

This will also protect the leather against scuffs and moisture. Wear a slightly thicker pair of socks than normal to protect your feet from abrasions. Three or four evenings, or a weekend, should be plenty to get them nice and comfortable. Boots can be a completely different matter; nobody talks about blisters as much as hikers and soldiers. The problem is that boots are much more robust than dress shoes, to give more protection to the feet. The leather used is thicker and stiffer, and it's much harder to get it to mould itself. The first stage is to give the boots a really good rub down with a leather dressing. Mink oil, neatsfoot oil or dubbin are all traditional ones, and they're traditional because they work. Use lots of dressing and work it in well, paying extra attention to the seams, the toecap and the instep. Then start breaking them in.  Begin by wearing them around the house for a few days just to work out the worst of the stiffness, and give them another coat of dressing every night.
