Click on the windows key and R simultaneously to open the “Run” box.

When the box is displayed in front of you type the following command: "c:\program files\microsoft office\office12\outlook.exe". The command should include the quotes used in the “Run” box. 

Then type the backslash after the coma to complete the command and then tap “Enter”. 

Your Outlook will be restarted again in a totally new way eliminating all the previous issues.
