Once the browser gets restarted, The Play/Pause button will be there available for you whenever you play any media on your browsers such as YouTube videos, Spotify music, and more. You can find it on the top right corner of your browser where you generally find your Chrome extensions.

Keep in mind that the Play/Pause button will only appear when a media is playing anywhere in the Chrome browser.
