In which case ED has sent notice to Kerala CM P Vijayan?

ED has kept politics hot in Kerala. In fact, just after the Union Finance Minister Nirmala Sitharaman's visit to Kerala, the ED named Kerala Infrastructure Investment Fund Board (KIIFB) CEO K.K. M. Abraham and Deputy CEO have been sent notices and invited to join the inquiry.

Before proceeding further, let us explain the case of KIIFB. KIIFB was established in 1999. It was created so that public sector undertakings, ie public sector undertakings, could be given financial assistance to invest in infrastructure projects. In 2016, the Pinarayi Vijayan government of the Left Democratic Front (LDF) turned KIIFB into a fund-raising body for infrastructure projects in its first budget. It was said that the infrastructure projects announced in the budget take many years to complete. In such a situation, the work came quickly and the project received money on time, for this the loan process plan was prepared through KIIFB. Chief Minister Vijayan is the Chairman of KIIFB and State Finance Minister Thomas Isaac Vice Chairman. And there are allegations of wrongdoing in this work.

In fact, on January 18, the CAG's Kerala State Report was tabled in the Legislative Assembly. In this report, the CAG said that the money for KIIFB has been raised in an unconstitutional manner. The report said that the amount raised through KIIFB's 'Masala Bond' is not in conformity with the constitutional provisions and legislative approval was not taken in it.

State governments borrow through Article 293 (1) of the Constitution. According to which, the state can borrow loans from the Consolidated Fund or the General Treasury within the limits of India on the guarantee of repaying the loan. This loan taken out of the budget is not according to article 293 (1), because it is not mentioned in the budget documents. Nor has it got the approval of the Legislative Assembly.

Chief Minister Vijayan passed a resolution against the CAG report on 23 January, rejecting all the critical comments of the CAG on KIIFB. Vijayan said, 'The CAG report is against the interests of the development of the state and is inspired by politics. Its attitude is not professional. '

And now on the notice of ED, CM Pinarayi Vijayan has written a letter to the Election Commission. It is said to be a violation of the Model Code of Conduct. However, from the UDF to the BJP, they have been making this issue an issue. But will it have any effect on the election? That too when the LDF got a majority in the three elections in panchayat, municipality and municipal corporations in the elections held in December. The LDF secured 40.2 percent of the vote.
