Canada committed to welcoming more international students

In response to the report on "the needed measures to attract, support, and protect international students moving to Canada" by the CIMM – Immigration, Refugees, and Citizenship Canada (IRCC) has committed to attracting and retaining more international students.

The Canadian House of Common Standing Committee on Citizenship and Immigration (CIMM) is an internal government body that studies matters of Immigration and Citizenship in Canada. Having oversight over the IRCC, the CIMM monitors the federal multiculturalism policy.

The CIMM report was drafted to address the fact that while Canada is a global leader in attracting international students, some students may be placed in vulnerable situations and in disadvantage due to several factors that can be addressed by IRCC.

CIMM's report focused on three key objectives in relation to international students.

  • Attracting international students to study in Canada.
  • Ensuring equity in the International Student Program.

Improving service and communication for international students in the study permit and immigration processes.

IRCC was quick to respond to the measures – covering each individually with the aim of reducing vulnerability and aiding international students through the permit application, study, and Canada PR visa eligibility.

Attracting international students

IRCC has forecasted that from 2022-2023, the number of study permit holders will rise to approximately 753,000 international students. While acknowledging the CIMM's concern about applications from certain countries and populations not being given adequate consideration by the department – despite the increase.

IRCC has committed to:

Expand the Student Direct Stream (SDS) to certain Asian, African, and French-speaking countries.

Investigate rates of study permit refusals, destined for Quebec – by establishing a working group between Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI).

Maintain and re-assess the scope of the Nigeria Student Express (NSE) stream.

Identify the best ways to promote the transition to meet the Canada PR visa eligibility for international students – particularly those with the skills, experience, and language skills necessary to succeed in Canada.

Ensuring equity in the international student program

There were a number of areas highlighted in the initial CIMM report to the IRCC. It identified potential initiatives to ensure equity in the international student program and application processes. In response, the IRCC has committed to reviewing practices and ensuring equity throughout the International Student Program (ISP) by:

Including questions parenting to accessibility, race, and gender in the annual voluntary client experience survey, to learn more about how clients face challenges based on their demographics.

Establish a Disaggregated Data and Analytics Framework (DDAF) which is data filtered to understand the specific relationship that it holds based on demographic characteristics.
