The Fear and Greed are made by CNNMoney, which primarily calculates the fear and greed in the market. The score level for measurement lies between 0 to 100. It has been indicated that when the score is low to 0, it indicates a huge fear. On the opposite side when the scale score is approximately 100, it shows extreme greed. 

The Effect of Fear on gold and silver
