I hate to be the bearer of bad news but all cash gifting programs are illegal in the US they are pyramid schemes. The tax code does not determine is something is a crime or not. It only deals with the income you receive so your statement that it is legal is a false one. Don't believe me? Ask any state attorney general their opinion.
