Ok Let me get this straight!

Supposing I wanted to put my site out there to get reviewed by others? Wouldn't that be looked at as spam? I just like anyone else would like to see what others think of my work but not at the cost of plugging the site so it can be misconstrued as spam.
Like earlier today I wrote about APSense as a review and testament to it's value. I understand that and no harm done because it was a testimonial not a plug. I also understand pointing out scam sites for others to view. If someone could point me in the right direction here so I understand How, Where and When would be a big help.
