Before you begin designing a web page, you will need to download a Web Page Creator or Editor tool on to your computer. Some of the well known Editors recognized worldwide are MS Frontpage, Dreamweaver, Adobe GoLive, Kompozer and so on.

You have Dreamweaver? that is great software all you have to do:
1. create sketch with you pen/pencil or if you good in design just create a mock up with photoshop.
2. from that you move on with coding with dreamweaver html/php and css
3. if you want create some image slider or something like that just browse the web and you find a lot of free to use javascript.
4. If you like just use CMS like joomla or Wordpress just choose theme and template that suite your need.

Use VodaHost. They will give you bluevoda website builder. It is very easy to use and has a lot more. You can get it free but you would have to know about html to put your site on another web host. You can just click publish and it is there and looks very good.
