Yes I can see this as well but I do believe that it is the circle of friends and people around you that gives you an understanding of what you know. So it is a bit of both at times then you might be in the right place at the right time and have the right attitude for that moment and all falls into place.

I firmly believe that it is a combination of the two. You need to know "something" about what you are doing before you can use the leverage of Who you know to obtain your goals. The What is a foundation and the Who are the rungs on the ladder to the top. With no rungs, you won't be able to climb.
