Wasted "Talent" Space

I really don't get it!
People put up talents and then don't respond or reply.
What is up with that?
I bought a talent many months ago and was very happy with it.
Since then I have hired a few and they have not replied. I am glad that I canceled
the order before the deadline other wise I would of been charged for it even though I would have not received anything.
I even tracked down the guy that I hired on Facebook , he said he would and then never did.. I just DON"T get it. A couple of others I have sent personal messages to and they have never replied Not even to say... No Thanks... don't want to do that. BUT.... I still see their talents posted.
Is it just me or are others having this same problem?
I am looking for 2 things.............
1 A slogan or a jingle writer
2 A logo designer
HHCTB?
Apparently VERY hard!
If you don't want to follow through.. don't post your "Talents"
I am getting down off my soap box now...
