Top Tender Winning Tips & Advices

1) Read the question carefully
Thoroughly read each tender question, highlight the core requirements and underline each of the looking after requirements. Read each question within the context of the analysis conditions and specifications (Part A: The Invitation).

2. Respond entirely to the question
You should:

ensure that each requirement of the question is resolved
provide data of relevant, recent experience (i. e. at most 3 years old) and show capabilities
demonstrate an understanding of the product or service required
demonstrate that you are in an unique position to provide the service
differentiate your service offering.
3. May assume government knows of you
Address each question as if your capacities, strengths, people and other resources are unknown to the Evaluator.

You must:

describe your methodologies and approaches in detail
explain reference projects or sites in greater detail and state how this is relevant to the requirements of the tender (Specifications); don't count on past experience without describing it in a tender
describe how your resources are appropriate for the work.
4. Target your referees/references
You should:

spotlight key requirements documented in the tender for a written research
provide sources relating straight to the key requirements of the soft
ensure that each key capability standards listed in the Evaluation Criteria and Specifications is addressed across the references you have provided.
5. Embrace copying
Answer each question in full, even if this seems repetitive. Do not slice and paste from one reply to another. Instead, use the repetition to strengthen required experience and capacities.

Respond consistently, accurately and completely to each question.

6. Remember: Customer satisfaction is important
Customer Service Proposals (CSPs) differentiate your response and can generate large versions in scoring. Tenderers may share the same capacities but not all put effort into CSPs. Give detailed and comprehensive CSPs.

7. Offer value-added projects
Differentiate a tender response using value-added initiatives which:

relate to the needs of the tender
are a product or service highly valued by Government
may be delivered by the builder without cost or useful resource impacts.
8. Understand Government's key policy requirements
Get familiar with key purchase policies that apply and relate to current and possible bidders including:

Probity (under the Market Way Policy)
Market Approach Coverage
Victorian Industry Participation Insurance plan (VIPP)
Disclosure of Agreements (under the Contracts Administration and Contracts Disclosure Policy)
Tender Complaints Management (under the Governance Policy)
Overall performance and Financial Guarantees.

10. Act in response on time
Late tenders will not be accepted, unless there is certain evidence that the past due lodgement of the Sensitive:

resulted from the mishandling of the Tender by the Division was hindered by a major incident and the integrity of the selection process are not jeopardized by accepting applications after the due date.
