The latter, however, are unfettered as the law enforcement agencies, short of capability or manpower for apprehending those who have missed court dates would eventually turn to them for services as they provide it at no extra cost to the taxpayers. Statistics say it all: in Sacramento Valley, less than 4 percent who have missed court dates are actually out on bail!.
