Role of NCEMA in Business Continuity Management Standard

National Emergency Crisis and Disaster Management Authority, (NCEMA) functions to provide a Business Continuity Management (BCM) Standard, to build an organization’s capability to continue functioning and delivering its prioritized activities when its operations are disrupted due to emergencies or crises. In simpler words, protect the organization from financial and non-financial damages caused by minor or major business disruptions. The business continuity management today is being recognized as an increasingly important element in the emergency and crisis of all the management processes. To build such sort of capability support and encouragement by top management is required to ensure additional resources are put into use, which would help the organization continue performing its crucial and important functions during an emergency till full recovery.

The project was initiated in early September 2009. A respectable number of bodies, companies, global experience houses together with numerous global specialists took part in producing this Standard, under the leadership and supervision of the National Emergency Crisis and Disaster Management Authority (NCEMA) that is operating under the umbrella of the Supreme Council for National Security. A well qualified and knowledgeable team developed the Business Continuity Management field development heads to the second version of the standard from NCEMA and participation from experts and professional bodies and strategic partners.

Bodies taking part within the specialized review of the Standard: 

1. Business Continuity Institute (BCI)
2. DNV-GL
3. Lloyds Register

Specifically the bodies that take part in the review of this standard are: Office of the Supreme Deputy Commander of the UAE Armed Forces, Office of the Chief of Staff of the Armed Forces, General Secretariat of the Executive Council – Abu Dhabi, Abu Dhabi Accountability Authority Abu Dhabi Information Center, Ministry of Interior Ministry of Foreign Affairs, Security State Department, Federal Electricity & Water Authority Federal Authority for Nuclear Regulation, Supreme Petroleum Council, National Media Council, Ministry of Health Federal Transport Authority - Land & Marine, Ministry of Labor, Ministry of Energy Ministry of Economy, General Civil Aviation Authority, Securities and Commodities Authority Telecommunications Regulatory Authority, Chamber of Commerce and Industry, Central Bank of the U.A.E and General Information Authority Federal Customs Authority.

NCEMA cooperates and integrates efficiently and effectively with all relevant stakeholders. It also ensures that the work is executed to the best of capabilities and based on best practices. ‎NCEMA also ensures community participation and involvement in the initiatives, awareness campaigns and volunteering programs to increase the level of readiness. Any contradiction with any other document issued by the National Emergency Crisis and Disaster Management Authority (NCEMA) and Business Continuity Management (BCM) Standard has not been observed. This is the responsibility of NCEMA to manage and coordinate emergency, crisis and disaster management through the use of national capacity and capabilities to preserve lives and properties.
