Roku low power is distinguished in two different conditions.

In most Roku players a light is always present in front of every unit. Under normal operation either the light is white or OFF, and may sometime flash while you press buttons present over the remote control. However, it will FLASH RED when you find Roku low power or with insufficient power.

Note: If found the RED LIGHT not flashing and is in the SOLID state, it means your Roku player is overheating. So unplug and remove your Roku player immediately and refer to roku.com link

What should do over Low Power?
Verify that either are you using the same power USB cable that came with your Roku player or not?

If you are using any other USB cable which not came with your Roku player, it's good to replace it with the cable that comes with your Roku player.

Try a different USB Port

Some USB ports have different power characteristics. Connecting your Roku player or Roku Streaming Stick to a different USB port present on the smart TV may fix the issue.

Connect power to power-outlet

It is always recommended to use the power cord and power adapter that you received within the box. Connect the Roku player or streaming stick to a working electric power outlet/switch in the wall.

Connecting to an electric outlet/socket in the wall has the additional benefit that Roku player will not need an additional power-up every time you turn ON your smart TV. This means your Roku player will always remain up and running swiftly than it would be connected to a smart TV.
