How to Get Rid of Computer Crime & Intellectual Property Section Virus (CCIPS Moneypak Virus)?

Computer Crime & Intellectual Property Section virus, also called CCIPS virus, is ransomware which displays fake messages to convince computer users to pay for the fine. Usually, the virus invades your computer when there are vulnerabilities on your computer or when you visit malicious websites. Also, it is also bundled with freeware from the Internet. When you download the insecure programs, the malware can be installed as well at the same time.

"Attention!
This operating system is locked due to the violation of the federal laws of the United States of America! Following violations were detected:
Your IP address is “xx.xx.xx.xx“. This IP address was used to visit websites containing pornography, child pornography, zoophilia and child abuse. Your computer also contains video files with pornographic content, elements of violence and child pornography! Spam-messages with terrorist motives were also sent from your computer.
This computer lock is aimed to stop your illegal activity.
To unlock the computer you are obliged to pay a fine of $ 100.
You must pay the forfeit through Paysafecard:
To do this, you should enter the 16 digits resulting code (if necessary with a password) in the payment form and press OK (if you have several codes, enter them one after the other and press OK).
If an error occurs, send the codes to address surcharge@cyber-usa-police.gov."

Once your computer is attacked, the infected computer OS will be totally locked up and there comes up a lock screen that displays the message with the logo of local authorities related like CCIPS or the United States Department of Justice to try to mislead the victim users. Don't be taken in by the sake mesages.
Manual Removal of CCIPS Moneypak virus
Step 1.  Launch your PC into Safe Mode with Command Prompt.
Restart your computer and press F8 constantly before Windows loads. Choose Safe Mode with Command Prompt by using the up and down arrow keys. Then press Enter.

Step 2. Type explorer in the Command Prompt.
Once the Command Prompt appears you only have few seconds to type “explorer” and press Enter. Otherwise, the ransomware will not allow you to type anymore.

Step 3. Restore your computer to a state before infection.
When Windows Explorer opens, locate to C:\windows\system32\restore\rstrui.exe (Windows XP) or C:\windows\system32\rstrui.exe (Windows7 or Vista) and then press Enter.
Follow the instructions prompted to restore your computer to an earlier time without being infected.
Step 4. Scan your computer with antivirus software.
Download and install a reliable antivirus program. Perform a full scan of your computer system with the antivirus software.
Note: If your antivirus program cannot deal with such computer viruses, use a professional removal tool to delete them.
