Method 1: Disconnect and Connect the Webcam 

If you are using an external webcam, then you need to follow this simple method at first. So first of all, plug out the webcam USB cable from your computer and laptop. Once the webcam is disconnected, plug the Webcam connector cable into another USB port of your PC to ensure that there is no problem with the connectivity. You can also try to power it on and off for once to reset the camera and to make sure the system detects it.
