To upload a 30 second video on Instagram:

Open the Instagram app and log in to your account.
Tap on the camera icon in the top left corner or swipe right from your feed.
Select "Record" to record a new video or "Library" to choose a video from your camera roll.
If you're recording a new video, hold the record button for up to 15 seconds. You can record multiple clips and Instagram will combine them into one video.
Once you have your video, select the "Next" button in the top right corner.
Add a caption, location, and any other desired information.
Choose the audience for your post by selecting "Public", "Close Friends", "Private", etc.
Finally, tap "Share" to post your video.
