There is no official release date fixed for the Android Q. However, many betas have been released in the past few weeks. The first public beta was released on March 13, 2019. The second Android 10 Public beta released in April 2019 and the third beta on May 7. Total 6 betas have been released yet, and the Android Q beta 6 was released on August 7.

This feature works with or without the internet. People are claiming that it uses Google Text-to-speech technology to create real-time captions for anything.
